Here in this campus, completing assignments, attendance and discipline are the 3 golden rules that majority of the students have as the routine in their life. No-one is really concerned with what you'll be doing after the completion of college. They are just guided to do what they are told to do, whether scoring a 3-pointer in every semester. And yes, they have right to additional activities here but in their own way. Denying permissions is a way to encourage students to conduct events.
